Three police officers recorded their conversation by mistake while making up the charges they could put against a protester in West Hartford, Connecticut, on September 11, 2015. The footage was released on September 15, 2016, the day when the American Civil Liberties Union of Connecticut filed a complaint on the District Court of Connecticut. According to the complaint, Michael Picard was protesting on a traffic island when an officer approached him and took his camera. The officer then discusses with two other officials on how they could charge the protester. The ACLU filed a complaint against officers John Barone, Patrick Torneo and John Jacobi for violating Picard?s First and Fourth Amendment rights, which stand for free of speech and information and against warrantless seizure of his property.
